Grants List
This report is to comply with the requirements of House Bill 1487 from the 83rd Legislature, Regular Session which added Section 403.0245 to Subchapter B, Chapter 403, Government Code (www.legis.state.tx.us). The list comprises State grant awards executed on or after 9/1/2013.
Amy Young Barrier Removal
The Amy Young Barrier Removal (AYBR) Program provides one-time grants of up to $22,500 to Persons with Disabilities who need modifications to increase accessibility and eliminate hazardous conditions in their home. Program beneficiaries must include a Person with Disability, must have a household income that does not exceed 80% of the Area Median Family Income, and may be tenants or homeowners. The Department funds the AYBR Program through multiple nonprofit organizations and local governments who process intake applications, verify eligibility, and oversee construction.
Balance of State – Continuum of Care
The BoS CoC funds are provided to the Texas Homeless Network to provide technical assistance of the Balance of State which comprises 219 counties. The funds are utilized to promote collaboration and increase the ability of rural communities to access Continuum of Care funds in order to address problems of homelessness.
Housing and Health Services Program
The Housing and Health Services Program (HHSP) was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature. Through HHSP, the state provides funding to the eight largest cities in support of services to homeless individuals and families. Cities currently served through HHSP include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston and San Antonio.
Allowable activities include construction, development, or procurement of housing for homeless persons; rehabilitation of structures targeted to serving homeless persons or persons at-risk of homelessness; provision of direct services and case management to homeless persons or persons at-risk of homelessness; or other homelessness-related activity as approved by the Department.
